Resurrect the Ho‘okipa Bill (HCR125 - making Hawai‘i a Sanctuary State)

The Ho‘ikipa Bill (HCR125) would have declared Hawai‘i to be a Ho‘ikipa (Welcoming) State and requested local law enforcement agencies to decline to work with federal immigration authorities.
The objective of the meeting is to learn why HCR125 failed, in spite of House and Senate approval and strong popular support. The consensus is that we should advocate for a bill, instead of a resolution, limiting Hawai‘i cooperation with ICE. After learning more and eliciting cooperation from the Chair Saiki, advocacy groups can work together quickly to draft a resurrected bill and that will be introduced before the beginning of the next Legislative Session.
