How to Submit a Testimony to the Hawai‘i State  House or Senate


Demand $250,000 to fund the Hawai‘i Health Authority so that it may develop a comprehensive universal healthcare system for all Hawai‘i residents!!! 

What is the Hawai‘i Health Authority (HHA)?

The HHA was officially established in 2008 and charged with creating a Universal Healthcare System for Hawai‘i. Its nine volunteer board members is an independent policy-planning board with diverse expertise in medicine and related fields. HHA is beholden to no political entity. Its sole responsibility is to work toward:

  1. Establishment of eligibility for inclusion in a health plan for all individuals;
  2. Determination of all reimbursable services to be paid by the authority;
  3. Determination of all approved providers of services in a health plan for all individuals;
  4. Evaluation of health care and cost effectiveness of all aspects of a health plan for all individuals; and
  5. Establishment of a budget for a health plan for all individuals in the State.

However, the State of Hawai‘i has never allocated funds for the HHA, effectively stalling our access to Healthcare-for-All. $250,000 is needed for staffing and operations. You can help...

Thank you for this opportunity to submit testimony on House Bill ___. Please add $250,000 line item to Department of Budget & Finance (DBF) for the Hawai‘i Health Authority (HHA), an attached agency of DBF.

Hawaii’s healthcare is in crisis: shortage of physicians, increasing healthcare costs, and lack of adequate health insurance. Currently, the HHA is the ONLY HAWAI‘I STATE AGENCY that has statutory responsibility to design a plan that will ensure a universal healthcare for Hawaii residents. But it needs the tools to do its job.

Thus, I strongly urge you to add to the Governor’s budget a line item for $250,000 for the HHA, to help it fulfill its critical mandate to develop a comprehensive State-based plan for a universdal healthcare system for Hawaii. The HHA was established in 2009, and this Legislature wisely attached the HHA to the Department of Budget & Finance precisely to protect it from bureaucratic pressures from the Department of Health. The HHA is a small, independent policy-planning board to be composed of 9 volunteer members with diverse expertise in medicine and related fields.
